The role
This role combines hands-on development with business process analysis, solution viability assessment and mentoring. You will act as the bridge between client requirements and technical delivery, engaging directly with stakeholders to capture and document business processes, translating them into viable technical designs, and ensuring successful implementation.

What you will do
- Design, build and deploy LLM-powered features that residents interact with directly, likely a chatbot or virtual assistant handling council service queries
- Build and maintain RAG pipelines from scratch: ingesting documentation, policies and knowledge bases, chunking and embedding the content, and connecting it to a retrieval layer
- Develop and maintain the backend in C#/.NET, integrating the AI layer with existing council systems such as CRM, case management or citizen service platforms
- Build the front end in React
- Capture business requirements directly from client stakeholders
- Assess technical feasibility against budget and constraints
- Convert requirements into technical design and backlog items
- Run sprint planning and backlog refinement
- Review code and set delivery standards
About you
- Hands-on implementation of RAG (retrieval-augmented generation), not just a theoretical understanding of embeddings and retrieval
- Experience taking AI features live in a public-facing or customer-facing context
- Detailed coding experience with C#/.NET
- Azure delivery experience
- Direct, client-facing requirements work
- Experience reviewing code and setting standards within a team
Desirable
- Azure, .NET or project management certification
- Public sector or regulated industry background
- Consultancy or systems integrator experience
